Introduction

 The 21st century is the era of knowledge economy and the age combing knowledge as well as the information technology. In order to meet the challenge of the information economy in the near future, every Asian main country promoted relevant projects in succession, such as “Cyber Korea 21” (Korea), “e-Japan” (Japan), “ICT21” (Singapore), and “e-Taiwan” (Taiwan). The national developing direction depends on the promotion of the national competitiveness. And, the national competitiveness of tomorrow is latent in national citizens’ educational investment and their technical levels today. The vision of the “e-Taiwan” project is to manipulate the information science and technology, integrate the software development and the communication construction, and thus accelerate Taiwan’s marching toward knowledge economy, increasing the industry’s competitiveness, establishing a government with high potency, and forming an information society with superior quality. However, the manpower is the key to the development of the newly emerging technological industry. Lacking the outstanding manpower, the industry won’t sustain improving. Therefore, the cultivation of the information manpower is the foundation of developing the“Digital Taiwan.”Resulting from the fast development of the information science and technology, the local industry has been facing its impact and demanding great amount of information professionals. Besides, owing to the popularization of the technological application, the ability of manipulating information has also been the indispensable competency of each modern citizen. The information tendency has extended from the application in schools, enterprises, and governmental departments to families as well as people’s daily life. Consequently, in the present, cultivating the information manpower with proper quality and quantity is the main mission of our country in order to promote the information industry to a digitalized society. Therefore, to coordinate with the medium-and-long-term developing project of the school, the national construction, as well as the future demand resulting from the development of the local industry, our school established under governmental orders the Department of Computer and Information Science in 2004. As a non-teacher-education department, the Department of Computer and Information Science has been prospering under the leadership of the first chairperson, Dr. Tzyh-Chiang Ning. In 2006, Dr. Tsan-Pin Wang be the second chairman. The software and hardware equipments have been enriched and many teachers in various fields joined the faculty. Passed through the University’s Evaluation in the 95 academic year. Established Master in the 96 academic year. In 2009, Dr. Lin-Huang Chang be the third chairman, and he continued to promote IEET engineering education certification for undergraduate and graduate classes so that not only gradually reached the faculty teaching and research in the solid but also trained students in the information field of professionalism.
